We wanted to take this issue of Contractors Corner to discuss affordable housing and highlight JP Architects, Ltd. experience within this specific market.
Here are the facts:
- The Chicago Affordable Housing Ordinance requires residential developments that receive city financial assistance or involve city-owned land to provide a percentage of units at affordable prices. The ordinance applies to residential developments of 10 or more units and requires that developers provide 10 percent of their units at affordable prices.
- Illinois offers developers and investors the opportunity receive tax credits with through two programs, the Low-Income Housing Tax Credit and Illinois Affordable Housing Tax Credit. These programs are managed by the Illinois Housing Development Authority (IHDA).
- Within opportunity zones, affordable housing is expected to be provided through new construction and substantial rehab, adaptive reuse and mixed use facilities.
Recently, we’ve submitted qualifications to the Livingston County Housing Authority and Housing Authority of Joliet, which got us thinking about our vast experience with investors, developers and builders on affordable housing projects. The ordinances and programs that encourage the development of affordable housing provide an opportunity to serve the community’s working families, veterans, seniors and persons with special needs. This is admirable and rewarding work, but in order to reach the finished product, there are universal design requirements and local, state, federal and IHDA guidelines that must be followed.

Story Time…One of our investor clients purchased a 2-unit building in Chicago’s Pilsen neighborhood. His goal was to transform the existing building into a 4-unit affordable housing dwelling. So we designed and maximized the existing space and ensured it adhered to the universal building requirements and Chicago, IHDA and Federal guidelines including, but not limited to, # of bathrooms & bedrooms, exterior necessities, ADA compliance, storage space, parking, laundry and MEP updates.
The Outcome…We were able to bring this project to fruition and allow our client to qualify as an affordable housing dwelling and bring an affordable solution to a Chicago neighborhood that desperately needed it.
The Lesson…There are residential options for investors, developers and builders beyond high-end condo / single-family homes. With the right architect on your team you can utilize existing infrastructure, make a difference in communities that need it and benefit from the City, State and Federal programs currently in place.
